:::Preface
   The Central Personnel Administration (CPA) is a human resource management professional staff agency of the Executive Yuan. It was created by the President on September 16, 1967 in compliance with the ROC Constitution and the Additional Articles. Because of its positive role and function, the CPA became a standing agency under the Executive Yuan in accordance with the CPA Organization Act enacted on December 30, 1993. The CPA is responsible for the overall personnel administration for all the ministries and agencies under the Executive Yuan. But then the CPA's activities relating to examination and personnel institutions are also overseen by the Examination Yuan due to the Five-Power Constitution System.
